Garland was incorporated in 1891, formed from the combination of the communities of Embree and Duck Creek. The city was named after Attorney General Augustus Hill Garland. By 1904, the town had a population of 819 people.

During World War II, several aircraft plants operated in the area, and Kraft Foods purchased a vacant facility after the war.
